The European
Learning Account Partners’
(ELAP) Network is a network of representatives from both national and regional governments and other organisations across the European Union
and beyond, interested in developing policies that enable individuals to plan, manage and invest in their own lifelong learning and for the costs of that learning to be shared by government, individuals, employers and other interested parties.
P
artners in the ELAP Network are developing and implementing a variety of co-financing mechanisms to meet national objectives, ranging from entitlement and voucher systems to actual financial accounts, all of which are underpinned by the common principles to:
Increase participation in learning, particularly from under represented groups
Encourage individuals to take more responsibility for their own learning and the choices they make
Provide the opportunity for the costs of that learning to be shared by those who benefit from the outcomes
In addition, some partners are exploring other ways to co-finance learning, for example, through tax incentives and time off from work.
ELAP is the only Network of its kind that provides a forum for both practitioners and policy makers to exchange information, expertise and good practice about the financing of lifelong learning, thus enabling policy to be developed at a grass roots level.
The ELAP Network is financed and managed by the Learning and Skills Council of England.
